I have the same problem sometimes. I have some big projects that I'm working on, but progress is slow and I find myself just going on Youtube instead.
What motivates me is working with someone else. Not necessarily in a collab, but just having someone monitor your progress with you. Someone to remind you about the project you have to do. But I know that this doesn't work for everyone, and sometimes being reminded about something only makes you more fatigued with the idea of finishing it.
If you can't think of anyone who can help you, just having a day of the week that you put aside for thinking about projects helps as a way to self-monitor. You don't need a to-do list, just say "every Monday I'm going to brainstorm for this or try to finish that".
Most importantly: your hobby should never feel like a job. If you genuinely feel fatigued opening your art program, sometimes taking a break from one hobby and trying another for a little bit helps. Eventually, you will become less interested in the new hobby and the idea of drawing again will be motivating.
But this is just what works for me when I am feeling fatigued. :)
